Yao said: "Ah! Shun! The ordained succession of Heaven now rests upon your person. Hold faithfully to the mean. If the people within the four seas are reduced to want and misery, the emolument Heaven has bestowed upon you shall be ended forever." Shun, in turn, charged Yu with the same words. (Tang) said: "I, the little child Lü, dare to offer a dark-colored bull, and make bold to declare before the august Lord on High: the guilty I dare not pardon. The servants of the Lord I dare not keep concealed — all is manifest within the Lord's own heart. Should I myself be guilty, let it not be visited upon the ten thousand regions; should the ten thousand regions be guilty, let the guilt rest upon me alone." Zhou bestowed great bounties, so that the good and virtuous were enriched. "Though one may have kinsmen close by blood, they are not equal to men of humanity. If the people have transgressions, the fault rests with me alone." Let weights and measures be carefully regulated, let statutes and institutions be thoroughly examined, let offices fallen into disuse be restored — and the governance of the four quarters will be duly carried out. Revive states that have been extinguished, restore lineages that have been broken, summon to service those men of worth who have been set aside — and the hearts of all the people under Heaven will turn to you. The things to be held in highest regard: the people, food, mourning rites, and sacrificial observances. Broadness of mind wins the multitude; faithfulness earns the people's trust; diligence brings achievements to pass; impartiality fills all hearts with joy.
